Otay Water District customers may be eligible for financial assistance to pay their water or sewer bills. The Low-Income Household Water Assistance Program (LIHWAP) is a one-time, federally-funded relief program for low-income households who have struggled to make bill payments before and during the COVID-19 pandemic. A plan to rework the bayfront in National City to include a bikeway, an expansion of Pepper Park, waterfront hotels and a thriving commercial zone was unanimously approved Wednesday by the Port of San Diego. The vote marks a historic moment for the tiny South County city, which has long pushed for the agency to make amends for decades of environmental injustices caused by its industrial operations.
