A plan to rework the bayfront in National City to include a bikeway, an expansion of Pepper Park, waterfront hotels and a thriving commercial zone was unanimously approved Wednesday by the Port of San Diego.

The vote marks a historic moment for the tiny South County city, which has long pushed for the agency to make amends for decades of environmental injustices caused by its industrial operations.

The plan, which still needs approval from the California Coastal Commission, attempts to balance the needs of residents with those of the businesses that generate revenue for the Port. It will “provide environmental and aesthetic benefits to a part of San Diego that has, at times, been neglected as a result of social inequalities, racial divisions and economic inequities,” said Port Commissioner Sandy Naranjo, who serves as National City’s delegate.
