Executive Summary
The transportation landscape in California is undergoing a fundamental transformation. For fleet operators across South County San Diego—public and private alike—the transition from internal combustion engines to electric vehicles is no longer a distant consideration. Regulatory changes, market forces, and cost efficiencies are accelerating this shift, creating both challenges and unprecedented opportunities.
In response, the South County Economic Development Council (SCEDC), in partnership with San Diego Gas & Electric (SDG&E) and key community stakeholders, is working to educate on the Transportation Electrification Advisory Services (TEAS) Program. This comprehensive education and support initiative is designed to help fleet operators of all sizes confidently assess, plan, and implement fleet electrification strategies that align with their operational, financial, and infrastructure needs.
Program Overview
The TEAS Program was created to ensure businesses and municipalities are not only compliant with evolving state mandates but are positioned to remain competitive, resilient, and forward-looking. Through education, direct engagement, and access to trusted partners, the program provides fleet operators with the tools and knowledge needed to make informed decisions about their future operations.
SCEDC serves as a regional convener and advocate—connecting companies to resources, incentives, technical expertise, and real-world insights—while SDG&E brings deep utility, infrastructure, and energy expertise critical to successful electrification.
Supporting Fleets at Every Stage
Recognizing that fleet operators are at varying stages of electrification readiness, the TEAS Program is intentionally designed to meet organizations where they are. Whether a company is just beginning to explore electric vehicles or actively deploying EVs and charging infrastructure, SCEDC is committed to providing tailored support.
This includes guidance on:
- Vehicle selection and operational fit
- Charging infrastructure requirements and grid considerations
- Financial incentives, rebates, and funding opportunities
- Long-term operational planning and cost predictability
Education & Engagement: What’s Ahead
Over the coming year, SCEDC will roll out an aggressive and inclusive schedule of educational programming and hands-on experiences across South County.
Training Videos (Launching Early in the Year)
Two high-production educational videos will launch at the beginning of the year, focused on:
- Understanding available resources—financial, physical, and knowledge-based
- How to begin, navigate, and complete a fleet transition
- Lessons learned directly from fleet operators who have already started the process
These videos will demystify the transition and provide a structured, financially sound roadmap that organizations can follow with confidence.
Webinar Series
Following the video launch, SCEDC will host a series of interactive webinars connecting fleet operators directly with:
- Financial institutions and incentive administrators
- Automotive manufacturers and dealers
- Charging and infrastructure experts
- Utility and regulatory specialists
These sessions will allow businesses to ask questions, explore solutions, and build relationships critical to successful implementation.
Drive & Try Events
Later in the year, SCEDC will host two hands-on “Drive & Try” events, giving participants the opportunity to:
- Get behind the wheel of a range of electric fleet vehicles
- See charging infrastructure up close
- Understand real-world operational considerations
These experiential events are designed to bridge the gap between theory and practice, empowering decision-makers with firsthand experience.
