Even in the time of COVID-19 the South County Economic Development Council’s Public Policy Committee and Board of Directors have been busy reviewing and supporting business initiatives critical to the South County. Issues which have come before the SCEDC have included requests to support San Diego’s recovery efforts, SANDAG’s request for funding to construct new border crossing, enhancements to San Diego County’s eviction moratorium, and the renewal of SDG&E’s franchise agreement with the City of San Diego. While all these initiatives impact differing segments of the community, they are all vital.
Since the beginning of the COVID-19 State of Emergency the South County EDC has been focused on assisting in creating a safe roadmap to bringing business back in South County. Through speaking with hundreds of businesses we were able to share crucial information with county and local officials. Your feedback has led to the development of guidelines and protocols being implemented. Most recently we signed on with many of our civic partners in requesting the governor permit San Diego County to open some phase 3 businesses on a pilot basis.
South County sits at the epicenter of our binational region and is committed to partnering on measures designed to streamline a nearly $50 billion dollar trade route. Over the years this organization has supported enhancements to all our border crossings including the most recent creation of the CBX Terminal. SCEDC has just this week signed on to request support for the State Route 11/Otay Mesa East Project under available Prop 1 funds. With the highway connector completely funded it is important to see development of the actual port of entry.
To protect vital housing resources here in the community the South County EDC signed on to support efforts by PSAR to add clarity to the County’s eviction moratorium. Understanding the importance of maintaining a sense of normalcy and safety for all residents the County implemented an eviction moratorium during the current State of Emergency. To ensure there is a roadmap to recovery it is important to identify guidelines on obligations during and after the State of Emergency. For a full set of recommendations please review our letter.
Continued investment in a reliable expansion of our power grid is of the utmost importance to providing infrastructure for our community of tomorrow. With San Diego Gas and Electric having served the City of San Diego for more than a hundred years the SCEDC supports their efforts to secure a new twenty-five-year franchise agreement with the City of San Diego. The term of the agreement is as important as the service provider, in that it allows investment to be amortized over a period conducive to the type of investment needed for future enhancements.
